  1. The Central Bank of Belize has allocated the necessary funds to procure and implement an Instant Payments System for Belize.
     
  2. The Central Bank of Belize now invites sealed proposals from eligible proposers to design, supply, install, and support an Instant Payment System in Belize.
     
  3. The procurement will be conducted through an international competitive procurement process using Request for Proposals (RFP), as specified in the Procurement Guidelines of the Central Bank of Belize.
     
  4. Interested and eligible proposers may request the RFP document and related information by submitting a written application to [email protected].
     
  5. Proposals must be delivered to the Chief Internal Auditor at the address below on or before 15 October 2025 at 1200 hours (UTC-6).

  6. Electronic procurement will not be permitted. Late proposals will be rejected. The outer proposal envelopes marked “ORIGINAL PROPOSAL” and the inner envelopes marked “TECHNICAL PART” will be opened in the presence of the Evaluation Committee and the Central Bank authorized representatives at the aforementioned address. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the purchaser until the second proposal opening date. On the financial proposal opening date, the purchaser will open the financial proposals for only those who have passed the technical evaluation stage.
     
  7. A proposal security of Twenty-Five Thousand United States Dollars must accompany all proposals.
     
  8. Attention is drawn to the successful proposer’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the RFP document.
