Examiner-In-Charge, On-Site (AML/CFT) Supervision 

The Examiner-In-Charge, On-Site Anti-Money Laundering/Countering the Financing of Terrorism (AML/CFT) Supervision is responsible for leading and coordinating on-site examinations of regulated financial institutions and internal departments to assess compliance and mitigate money laundering, terrorist financing, and proliferation financing risks.

Essential Duties and Responsibilities
  • Lead, supervise, and provide technical guidance to the On-Site AML/CFT Supervision team. 
  • Develop and implement operational and examination plans aligned with the Anti-Money Laundering, Countering the Financing of Terrorism, and Countering the Financing of Proliferation (AML/CFT/CPF) framework and risk priorities. 
  • Monitor team performance, conduct appraisals, and support staff development through coaching and on-the-job training. 
  • Plan and conduct on-site examinations of regulated financial institutions and internal departments to assess AML/CFT/CPF compliance and Money Laundering, Terrorist Financing, Proliferation Financing (ML/TF/PF) risk exposure.
  • Review governance framework, risk management controls, and emerging ML/TF/PF risks, and recommend corrective actions where necessary. 
  • Review and finalize examination reports, work papers, and correspondence for the Central Bank’s management and Board. 
  • Draft letters to the licensee’s Board and management to communicate the major findings related to the assigned on-site examinations.
  • Represent the Central Bank in meetings, training sessions, outreach initiatives, and domestic and international forums. 
  • Perform other duties consistent with the functions of the department. 
Education and Experience
  • A preferred qualification of a Master’s Degree in AML Compliance, Accounting, Finance, or Business Administration, or a related field from a recognized university, with at least three years’ relevant experience; and AML certification; or
  • A minimum qualification of a Bachelor's Degree in AML Compliance, Accounting, Finance, or Business Administration or a related field from a recognized university, with at least six years’ relevant experience; and AML certification. 
Technical Knowledge
    • Familiarity with the Central Bank of Belize Act, the Money Laundering and Terrorism (Prevention) Act, and relevant section of the Domestic Banks and Financial Institutions Act, International Banking Act, Credit Unions Act, Moneylenders Act and National Payment System Act and accompanying regulations and guidance; Knowledge of international standards and best practices by relevant standard-setting bodies; Strong management and leadership skills; Proficient in Microsoft Office Suite.
