Examiner, Off-Site Surveillance

The Examiner, Off-site Surveillance, is responsible for the timely execution of off-site surveillance activities for assigned supervised institutions. This role contributes to the overall effectiveness of the team through the review and analysis of supervised institutions’ financial performance and risk profile. 

Essential Duties and Responsibilities
  • Conduct risk-based off-site surveillance of assigned licensed institutions, including quantitative and qualitative analysis of their financial condition, performance, operations, and risk profile.
  • Review periodic returns, regulatory submissions, audited financial statements, and other information to assess compliance with applicable legislation, regulations, directives, and supervisory requirements and identify emerging or existing regulatory issues.
  • Prepare periodic financial and regulatory reports, including reports for the Board, publications, and other supervisory purposes.
  • Review and monitor institutions subject to enhanced supervision or special monitoring, including outstanding supervisory issues, and provide updates and recommendations as appropriate.
  • Assist with the assessment and processing of applications submitted by banks, credit unions, and other supervised institutions, including due diligence reviews of shareholders, directors, committee members, and executive management.
  • Maintain effective communication with supervised institutions and provide information and support on regulatory and supervisory matters.
  • Monitor emerging risks and issues affecting assigned institutions and provide information to support appropriate supervisory action.
  • Perform other related duties as may be assigned from time to time. 
Education and Experience
  • A minimum of a bachelor’s degree in accounting, banking, finance or economics from a recognised university, with at least one (1) year of relevant experience.
Technical Knowledge
    • Familiarity with the Central Bank of Belize Act, Domestic Banks and Financial Institutions Act, International Banking Act, Credit Unions Act, Moneylenders Act, National Payment System Act, and the Money Laundering and Terrorism (Prevention) Act and their accompanying regulations; Knowledge of international best practices and standards recommended by relevant standard-setting bodies; Proficiency in Microsoft Office Suite.
